Local subnet

How can I make unbound (Windows) work within the subnet 192.168.0 ? 
My gateway is .1 but it is a simple access point. 
Can I make this machine 192.168.0.25 to cater to any of the client within this group of addresses 192.168.0.3 to .254?

My current settings are:
	local-zone: "local." Static
	local-data: "library.vadada. IN A 192.168.0.25"
                local-zone: "0.168.192.in-addr.arpa." static
                local-data-ptr: "192.168.0.25 library.vadada"

This resolves the addresses on local machine. Not from any other client within the subnet.
