[RPKI] rtrlib detect duplicate record from rtrtr

For some reasons, rtrclient (rtrlib client) detect duplicate
record from rtrtr but not from routinator. Restarting rtrtr
seems 'fixes' the problem :-)

Never have this kind of problem with rtrtr-0.1.0.
