[RPKI] rtrlib detect duplicate record from rtrtr

There is an issue in RTRTR 0.2.0 that two VRPs for the same prefix and
ASN where one has no max-len and the other has an explicit max-len with
the prefix length are compared as not equal and included both.

This will be fixed in the upcoming 0.2.1.

However, the prefix in your log seems to have a max-len differing from
the prefix len. So, I am not sure this actually will be fixed. Can you
prechance report back if this happens again?
