Exceptions to ip-ratelimit?

Hello,

Is there an unbound.conf directive that would set up exceptions from the 
global ip-ratelimit?

Typically, there are several classes of users, normal end users and 
local sub-ISPs, and the notion of "normal DNS query traffic" varies 
dramatically across these groups.

To cater such situation, class-based ratelimits would be necessary (plus 
a way to define classes according to IPs or netblocks of DNS query 
origin), or at least, one global ip-ratelimit for everyone plus a list 
of exceptions.
