They handle recursion if they are not authoritative, if they are
authoritative then they will just respond...
We use it to divert to BIND (in authoritative only mode)
e.g.
forward-zone:
name: 168.192.in-addr.arpa
forward-addr: 127.0.0.1 at 5353
