[RPKI] RTRTR 0.3.0 ‘Filmed Before a Live Studio Audience’ released

Hello!

We have just published the version 0.3.0 ‘Filmed Before a Live Studio
Audience’ of RTRTR.

The most important new feature is the merge unit which merges the data
from all its configured sources. The RTR target has gained a number of
useful metrics similar to what Routinator already has. In particular,
if enabled, it can produce detailed per-client metrics. The HTTP client
used by the json unit received more configuration options, such as the
ability to set a proxy to use for all requests.

Under the hood, there were a number of improvements to how units
communicate that should races during start-up where RTRTR sometimes
missed the first update.
