[RPKI] Routinator 0.12.1-rc2 released

Hi!

We just released a second release candidate for the next release of
Routinator 0.12.1.

This candidate fixes an issue with the loading of the TLS private keys
for the HTTP and RTR servers. Previously only keys whose PEM encoding
started with "BEGIN PRIVATE KEY" were accepted while, confusingly, for
RSA keys the encoding can also start with "BEGIN RSA PRIVATE KEY".
Routinator now accepts both of these.

If you want to test this release candidate, you can install it via
cargo by running

   cargo install -f --version 0.12.1-rc2 --locked routinator

Binary packages are available via the -proposed 'distributions.'
