Does anyone know why RedHhat doesn't officially support NSD? does any third party provide an updated package for a RHEL distro?

Not only for NSD, but NLnetLabs Unbound also usually have old versions you don't want to run available at distributions repositories. Manual compiling recommended, even if you just use your distribution, make a package and then replicate.
