[net-dns-users] Release candidate for Net::DNS 1.40

Dear all,

We have a candidate for the upcoming 1.40 release of Net::DNS.

This candidate has

   - a fix for an infinite recursion bug when trying to resolve the
     address of a name server
   - a fix for a bug in the SOA RDATA parser which failed to allow an
     undefined serial number
   - support for SVCB dohpath and ohttp parameters
   - a more robust test of bgbusy() SpamAssassin workaround
   - and various other code-improvements.

Please review the candidate carefully. If no issues arise, the actual 
releases will follow Wednesday the 30th of August 2023.
