With the help of Pavel, we were able to track down the issue: It's
essentially <https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=757320>.
The shell-based NM "fallback" hook does not to the VPN setup properly,
and the newer script was not called due to a wrong path.
