Got it.

rpz:
   name: "baz.example.com" # arbitrary?
   zonefile: "example.com.rpz"

with example.com.rpz containing:

  $ORIGIN baz.example.com.
  fs.example.com CNAME foo.example.com.

That one works!

But I still don't understand why local-data CNAME can't be
expanded the same way.. :)
