unbound_1.16.0rc1 fails to start

Hi Ray,

The issue with the Windows build seems to be related to newer versions 
of the cross compiler and not the Unbound code.
We will release the Windows build of 1.16.0 shortly, compiled with a 
known to work compiler version.
We will look into the issue properly for the next release.
