Reduce aggressive retries

Hi,

When Unbound receives queries to upstream name that returns SERVFAIL it
seems to retry very aggressively filling up the requestlist itself.  Is
there any config option that can limit the num retries and protect request
list for new incoming queries?

I don't see any obvious config here
