Hi Felipe,

This was added to help users that have set a ratelimiting option towards 
nameservers (i.e. the ratelimit* options, not the ip-ratelimit* options) 
differentiate between SERVFAIL answers for other reasons and SERVFAIL 
answers because the ratelimit was engaged.
