GPG signing key

Hello all,

I am unable to find the key that is used to sign the unbound tar (key id 9F6F1C2D7E045F8D). I have searched a number of online key repositories (such as pgp.mit.edu), and although I can find many keys for NLnet Labs staff I cannot find an exact match for the key that signed the tar. Am I looking for the wrong key? Is the key not available to the public?
