Cannot get Unbound or PowerDNS running on Alpine Linux 3.6.2

[Tao Effect]

It appears UDP packets appear to be blocked between my host and the root servers. I contacted the VPS provider and they're looking into it, but for now Unbound's tcp-upstream setting is a workaround.
