Building unbound on MXE (short version)

Hi Henri,
I made slightly different fixes for these issues:
if echo $host $target | grep mingw32 >/dev/null; then on_mingw="yes"
And the sldns_wire2str stuff is fixed with extra link arguments in
Makefile.in for anchor-update.exe.
That should make the build work also for other ports than MXE.
