Only one thing stood out to me as an obvious error.
access-control: 192.168.0.10 allow
As you said, other computers in your LAN are supposed to use this DNS
resolver.
The access-control statement should be as follows:
access-control: 192.168.0.0/24 allow
Assuming /24 as your LAN subnet mask.
