Just a brief note in support of your patch:
RFC 3484 section 6 rule 10 says client systems should use IP addresses in
the order given by the DNS, in the absence of topology information that
allows you to distinguish them. So you can't expect them to spread the
load across multiple IP addresses without help from the DNS.
