[Unbound-users] outgoing-interface ignored for TCP connections

It seems to me that outgoing-interface is ignored for TCP connections.
I see this with Unbound 1.0.2, but it seems to me that the code (in
function outnet_tcp_take_into_use) is still the same in trunk/r1919.
