[RPKI] cache files size

Hi!

We’ve had a couple of reports that the cache size is growing as a
consequence of the new way we store the local copy of RRDP repositories
we introduced in Routinator 0.14.0 to address the excessive need of
inodes.

We’ve since fixed an obvious issue with it[0] but also implemented an
alternative algorithm just to see if it perhaps behaved better. It
looks like it doesn’t, so this fix is likely to go into the next
release.

This release, 0.14.1, is planned for this month. This should take back
disk consumption to the levels of previous releases.
