[RPKI] Routinator irregular refresh interval

Hi there,

I use two instances of Routinator to feed RPKI dara to full bgp
router. By default, the Routinator perform RPKI refresh 10 minutes
after the last refresh ends. I have added
refresh = 14400
to /etc/routinator/routinator.conf however, when I check "Data
freshness" via HTTP GUI, I see that refresh is performed more often
and irregularly. Sometimes after 25 minutes, sometimes after 5
minutes.

Is it correct and am I missing the reason for the behavior? Or can
router via RTR session force the Routinator to perform refresh in any
time?
