[RPKI] Routinator in "offline" mode?

I am trying to build a test lab using Routinator to show how BGP RPKI works
in Cisco IOS.
My Ubuntu VM has Internet access to install Routinator, and everything is
working fine.
When the lab "runs", the VM is sandboxed, and has no Internet access. This
causes Routinator to fail to load when the VM boots up.
Is there a way I can run Routinator in a cached mode, so I can load the
RPKI database once with Internet access, and then use it in "offline" mode
afterwards?
