[RPKI] Routinator irregular refresh interval

Jay, you are true. The router's vendor confirmed known bug resolved in
the latest software release. It will take some time to plane
maintenance window and perform upgrade, even more because "winter
network freeze period" is coming.


Despite of that, let's take a look on Routinator's behavior. I did
simple logging of selected data from API in a minute interval and it
looks really interesting.

Refresh parameter is set to 14400. After a period of more than hour of
"peace", we got 7 new serials in 21 minutes. What's more interesting,
in many cases lastUpdateStart > lastUpdateDone
Also I expect that
lastUpdateDuration = lastUpdateDone - lastUpdateStart
but it doesn't look so.
