[RPKI] RTRTR 0.2.1 released

Hi!

We just released RTRTR 0.2.1.

This release is a bug fix release only and fixes an issue with the RTR
target that caused it to keep accumulating deltas in memory ad
infinitum, constantly increasing memory consumption over time.

The number of deltas kept can now be configured via a new configuration
value for the target, named "history-size" just like the similar value
in Routinator. And just like with Routinator, it defaults to 10 when
not given.
