[RPKI] Routinator 0.11.0-rc1 released

Hi!

We just released a second release candidate of the upcoming Routinator
0.11.0.

The candidate fixes an issue with reaping timed out rsync processes that
refuse to terminate by themselves. It also corrects the content type
for the /log HTTP endpoint that was accidentally set to JSON and
confused modern browsers.

If you want to test this release candidate, you can install it via
cargo by running

   cargo install -f --version 0.11.0-rc2 --locked routinator

Binary packages for Debian and Ubuntu are available via the -proposed
'distributions' (i.e., using bullseye-proposed rather than just
bullseye) and via the proposed channel for RHEL 7 and 8 and compatible
distributions. In addition to x86_64, armhf is available for Debian
Bullseye and arm64 for Debian Buster.
