[nsd-users] Add option and logic to disable additional out-of-zone data.

Looking for a review of https://github.com/NLnetLabs/nsd/pull/39 . It is a
small patch that adds logic to not return additional out-of-zone data for
other zones configured locally in NSD (E.G. CNAME resolution).
