Yes that is how to build it.

xfr-inspect is meant as a debug tool, so not shipped or built by
default.  ./xfr-inspect -l /tmp/nsd.pid/xfr.1234

If you put the xfr-inspect.c (from the source repository) file at that
path, then the build would succeed.
