As a hack:

Run multiple nsd instances, each for a different geo area on different
ports.

Then, based on source-prefix TPROXY/REDIRECT to the nsd instance for
that geo area. Presto, geo support for any DNS server.

Yes, there is quite a bit of overhead, but one would have that anyway.

As for the re-ordering of hosts, this is mostly useless nowadays with
most clients doing that themselves based on fancy rules.
