ops there was another small bug, so here is a better patch.
anyway i'm not really like the current spec stop the service in the pre
install scripts _and_ do not start it the post. this means after upgrade
with this rpm if the nsd runs before upgrade you have to manually start
it, which can be a problem eg after a nightly upgrade.
just my 2c.
