TTL value in SOA

I'm finding that the TTL value on all our zones is defaulting to 1h 
(3600) regardless of what figure is specified in in the SOA

i can override this by specifying a $TTL but NSD should pick up the last 
figure in the SOA as a TTL also (this is how it works int bind and I 
haven't seen anything to suggest NSD works differently) - anyone know 
why this isn't working?
