Hm, just a question: Why does this matter? Would anyone other than the 
(few) root servers have a ..tsiginfo file?

(BTW, a few days ago the .de authority announced that it's running 
eleven NSDs. At each of the eleven locations given in
there's one NSD, one BIND 9 and one BIND 8, all on different hardware. 
IIRC .de is the third biggest zone after .com and .net.)
