[Dnssec-trigger] [PATCH] Fix NM dispatcher script to work with NM >= 0.9.9.0

Hi.

I'm sending you a patch for NM dispatcher script so it
works OK with NM version >= 0.9.9.0.

The script now checks the nmcli version and based on it
uses appropriate syntax.
