For Win7: DNSSEC-Trigger currently does not set any recovery options
when installing Unbound as a Windows service. But you can set a recovery
option manually for the Unbound service using "Administrative Tools ->
Services -> Unbound -> Recovery" and set "Restart the Service" as the
action on the 1st and 2nd failure.

It is also possible to start an external program on failure. This
external program could restart Unbound and inform dnssec-trigger about
the Unbound restart so that dnssec-trigger does a re-probe of the
network and reconfigures the new Unbound process.
